Laurel Crest up for sale

The workers at Laurel Crest Nursing Care and Rehabilitation Center have another concern about the security of their jobs. In January, the county commissioners sent letters of inquiry to Conemaugh Health Systems and PMC Lee Regional asking whether they would be interested in purchasing the county-owned facility. This is just the latest in a series of events dating back to the '80s to give uncertainty to the county employees. The state placed the county on notice several times that the institution would be shut down for not meeting required standards. Each time, the commissioners made the needed improvements. At one point, Medicare stopped reimbursements because of care violations. And there were charges of patient abuse, which led to the death of one client. During the '90s, the commissioners hired several different management agencies to operate Laurel Crest. Then there were charges of mismanagement against these operators. For the past several years, expenses have spiraled while patient numbers have declined, as has the amount Medicare will reimburse for residents. As a result of all this turmoil and deficits, many have lost jobs at Laurel Crest.

The commissioners have made improvements to the 552-bed facility and have even added a 50-bed Alzheimer's unit and an independent living section on the sixth floor. Also, the current management, PMC Lee Regional, has given stability to the day-to-day operations. Nevertheless, shortfalls in reimbursements continue to drain money from the county's general budget. Therefore, trying to be fiscally responsible, the commissioners reluctantly put forward the offer to sell the facility to either of the Johnstown hospitals. The commissioners have made the offer in such a manner that they could withdraw it should reimbursements increase to allow Laurel Crest to operate without drawing from the county budget.

Union leaders at Laurel Crest have concerns about either of the Johnstown hospitals purchasing the facility since they both have reputations for being strongly anti-union. Neither hospital would offer a statement as to their feelings toward the offer. Meanwhile, the employees wait and worry about the future of their jobs.

CCACC

The Cambria County Area Community College board of trustees has offered the job of interim president to Dr. John Kingsmore of Maryland. A graduate of the University of Maryland, Dr. Kingsmore previously served as president of the Community College of Allegheny in Pittsburgh. The CCACC trustees expect Dr. Kingsmore to begin his duties on February 19 and to serve no less than 6 months. The trustees have a full agenda for the new president including moving CCACC from tentative to permanent accreditation and to determine whether it is better for CCACC to be spread throughout the county or to consolidate to one location.
